Capture 21st Century technologies to deliver services to Idaho's citizens.

Mission

The Information Technology Resource Management Council (ITRMC) reviews and evaluates the information technology and telecommunications systems presently in use by state agencies, and prepares statewide short and long-range IT and Telecommunications Plans.

Within the context of those plans, the ITRMC establishes statewide IT and telecommunications policies, standards, guidelines and conventions assuring uniformity and compatibility of state agency systems. The ITRMC, established in 1996, follows the philosophy of local control and central coordination, and has statutory authority, HB 661.

ITRMC will develop and implement a comprehensive statewide information technology infrastructure to enhance the delivery of accurate, timely and appropriate services for Idahoans while increasing their economic vitality.

Support Staff

Mission

The staff supporting the ITRMC Council works in tandem with ITRMC to improve the efficiency and productivity of Idaho State Government in its statewide use of emerging information technologies and communications services.

The staff is responsible for development of the State's IT Plan; staffing support to the council; research and development of statewide IT applications; and coordination, facilitation and implementation of the State's long-range, enterprise-wide technology planning efforts and initiatives.

The staff assists state agencies in effectively meeting their individual information technology needs. The staff, in cooperation with agency directors and IT management, ensures respective agency IT plans and major IT projects are in harmony with the direction established by the State IT Strategic Plan and comply with the IT Policies, Standards and Guidelines as adopted by the Council.

Team Members

Greg Zickau is the Chief Technology Officer for the State of Idaho's Office of the Chief Information Officer (OCIO), which has governance authority for strategic IT research, development, and implementation of information technology on an enterprise-wide basis for the State of Idaho. In his current role, Greg provides leadership for the Office on all operational IT initiatives and issues.

Greg also provides the technical direction for the state by recommending policies, guidelines and standards for action by ITRMC. His primary focus is on the development and implementation of the State's IT Strategic Plan, statewide IT initiatives and project oversight activities. He develops, recommends and leads short and long term information technology strategies necessary to carry out the Council's plans and actions. Greg also serves as a resource for state agency managment in the planning and development of IT-related systems and services. (208) 332.1875

Carla Casper leads the Consolidated Support Services team. This team is responsible for IT contract management functions, fiscal analysis & planning, and server and desktop support services. They provide Server and Tier 1, 2, and 3 Help Desk support for the Idaho Consolidated Services (ICS) Messaging system and Active Directory (44 customer agencies), the Department of Administration, and 35+ small agencies and commissions. This team provides 24x7x365 on-call systems support for ICS equipment as well as Monday through Friday 7:30 to 5:00 help desk support and other server support. Consolidated Contract Management: we strive to consolidate multiple agency IT product/service requirements into enterprise-wide procurements and/or contracts. Additionally, Carla provides budget forecasting, planning and oversight; and IT contract management for the Office of the CIO. (208) 332.1853

Bill Farnsworth is the Geospatial Information Officer (GIO) and Customer Relations Manager for the State of Idaho's Office of the CIO. The GIS Service Center coordinates all geospatial information activities for Idaho state government. GIS is a discipline within information technology that focuses on capturing, managing, analyzing and displaying all forms of geographically referenced information. Through the use of dedicated GIS tools, the GIS Service Center provides geospatial application and integration services to agencies, local government, tribal partners and other customers. Jon Pope leads the Enterprise Hosting and Network Services team for the State of Idaho's Office of the CIO. This team is responsible for implementing the state's vision of providing convenient and timely access to state government services via on-line capabilities. To accomplish this vision, the team co-manages the state's web portal - Idaho.gov - in partnership with our third party partner, Access Idaho. The team also provides a wide variety of information technology services to include web site design and application development, web site hosting, database management, e-mail gateway management, domain name administration, and other similar activities that support enterprise IT services.

The team's second major focus is improving the state's telecommunications capabilities as well as planning, maintaining and coordinating services and equipment that comprise Idaho state government's wide area network (WAN). This includes providing secure Internet access for all state agencies, managing the Capitol Mall Fiber Optic Network (CMFONI), co-administering the State's primary network (ISN), managing statewide voice contracts (to include wireless), and providing direct customer support for networking issues and/or outages of over 600 data/voice circuits for multiple state agencies. Pam Stratton leads the Enterprise Security Services team which takes the state’s lead on protecting our systems and information in order to maintain the trust of our citizens, businesses, and partners. This team leads the development of a comprehensive state security and privacy program and provides leadership to all Agency IT Security Coordinators. The team develops and proposes security policies, standards and guidelines, provides on-going educational opportunities for state employees, and serves as the primary point of contact for the State of Idaho with national organizations such as the Multi-State Information Sharing and Analysis Center and the U.S. Computer Emergency Response Team. The team also manages the technical infrastructure protecting our state’s Internet access to include the management of firewalls, virtual private networks, intrusion detection systems and other security technologies. sallySally Brevick is the Administrative Assistant for the State of Idaho's Office of the CIO, serving as organizational and administrative support and the focal point for staff contact. Sally organizes and provides direct support for regularly scheduled ITRMC and committee meetings, as well as special events. She takes the lead role in editing and publishing the ITRMC Annual Report, coordinating the Annual Awards Program, as well as keeping ITRMC's web pages up-to-date. (208) 332.1876
